The Office of Research is seeking a COI Coordinator. This is a full-time (1.0 FTE), 12-month, professional faculty position.

As national and global leaders, Oregon State University researchers tackle challenges to improve lives, protect natural resources and drive economic growth to transform our future for the better. They innovate, collaborate, and engage in a range of activities to advance the university's mission and their respective disciplines. Conflicts of interest (COI) can arise when an individual's professional obligations come in conflict with their personal ones. To prevent bias in the research process, to promote research integrity, and to help ensure compliance with regulations and policies, Information technology is imperative that any real or perceived conflicts of interest are identified and managed. OSU's research conflict of interest (RCOI) program serves a critical compliance function by identifying and helping to manage potential financial conflicts of interest that may arise among OSU researchers. This program protects the integrity of OSU research and reduces enterprise-wide risk by ensuring compliance with applicable federal and state laws and regulations, sponsor requirements, and university policies and standards.

The Conflicts of Interest Program Coordinator provides operational and programmatic support to detect, evaluate, and manage conflicts of interest (COI) connected with University-affiliated research activities and responsibilities. This person provides compliance program guidance and advice for individual investigators, academic and administrative units, and other stakeholders. The Coordinator supports RCOI program operations; reviews and resolves COI disclosure files in a majority of circumstances; assists in the drafting of policies, processes, templates, correspondences, guidance documents and outreach materials; and generates compliance and other reports. The Coordinator regularly utilizes an electronic records administration system to collect and track COI disclosures and training records, and will support the RCOI program as Information technology transitions to a new electronic records system.

This is a full-time (1.0 FTE), professional faculty position that reports to the Research COI Administrator.

Position tasks 50% Submission Processing
   » Initiate and manage the processing of COI disclosure submissions, which includes review of disclosures, correspondence with faculty and others, and archiving.
   » Review and evaluate, with minimal supervision, complex financial relationships and transactions related to university researchers and their professional and personal responsibilities.
   » Understand, interpret and apply applicable federal and state laws and regulations, sponsor requirements, and university policies and standards, and determine whether further review of COI disclosures is required.
   » Generate draft COI management plans or other management instruments, make recommendations to help resolve files.
   » Ensure the integrity and security of personal and confidential information.

30% Information Systems, Records, & Report Management

   » Work as part of a research office team to transition from one electronic records administration system to another, supporting the COI Administrator.
   » Maintain complete and accurate program records using an electronic records administration system and hard copy filing systems.
   » Manage software systems and processes that facilitate COI submissions and program administration operations.
   » Prepare and submit reports for external agencies and internal stakeholders, as appropriate.
   » Maintain and update COI website content using current university tools.
10% Education and Support
   » Provide guidance, instruction, and technical support to investigators regarding COI disclosure submission and review processes, and advise on federal regulations, state law, sponsor requirements and university policy requirements.
   » Coordinate with related research integrity, compliance, and administration units to integrate operational activities with institutional compliance activities and facilitate guidance for program stakeholders.
   » Remain current in topics and developments related to research integrity and conflicts of interest.
10% Administrator Support
   » Support the RCOI Administrator in carrying out programmatic activities.
   » Monitor for, identify, and generate initial reports regarding COI-related incidents for further review.
   » Draft, proof, and edit notices, correspondence, and other program materials.
   » Assist in developing unit policies, procedures, guidance materials, and communication tools.
   » Other tasks as assigned. tasks may change as needed to fulfill the mission and scope of the program.

Minimum/Required Qualifications
   » Bachelor's degree; or practice working in related research administration and/or compliance environment.
   » Familiarity with applying federal regulations, state law, and/or institutional policies and guidance
   » Highly proficient user of computers and office software (such as MS Office).
   » Demonstrates strong oral and written communication expertise and applies appropriate professional judgment and discretion.
   » Prioritizes work and manages time effectively.
   » Applies effective, detail-oriented organization expertise to work processes and data.
   » Applies analytic and problem-solving expertise to develop timely, compliant, and workable solutions.

Preferred (Special) Qualifications
   » Master's degree, post-graduate research or professional degree.
   » Significant knowledge of academic research programs and related research integrity and compliance programs.
   » Significant knowledge and use of software systems for research compliance or administration.
   » A demonstrated commitment to research integrity, research ethics, or research compliance.

Working Conditions / Work Schedule The position works in a typical office environment on the OSU campus in Corvallis. Some travel may be required. A hybrid/remote work arrangement may be considered, with manager approval.
