Job detail

Performs responsible and difficult professional work involving management of the federal, state, and local Rental Assistance Programs, including Wait List management, Case management, and HQS Inspections. Markets Rental Assistance Programs within the community, to both property owners and clients.

Job tasks

• Presents comprehensive information on housing programs to candidates/participants through various presentation methods, such as group sessions and one-on-one interviews.
• Interviews candidates for purposes of determining eligibility for federal Rental Assistance Programs.
• Verifies and analyzes information given by candidates to determine the eligibility of candidates.
• Issues Section 8 vouchers to eligible candidates, by conducting a comprehensive briefing with each applicant on the program regulations.
• Inspects prospective dwelling units for eligibility determination, assuring that the unit meets Housing Quality Standards (HQS) and taking appropriate action with property owners for units that do not meet HQS.
• Performs rent reasonableness comparisons with open-market dwellings.
• Negotiates initial contract rents with property owners, within guidelines of federal Rental Assistance Programs and by researching local market rental rates.
• Prepares leasing documentation on eligible families and briefs tenant families and property owners on the leasing documents at a leasing conference.
• Performs annual re-certification on active cases, involving interviewing participants, verifying current information, inspecting dwellings, taking appropriate corrective actions, negotiating rents, and performing rent reasonableness comparisons.
• Analyzes reported changes on participants and implements changes as appropriate.
• Performs special inspections as needed or requested and takes appropriate actions.
• Investigates program abuses.
• Prepares summaries of informal hearings/appeals and presents summary information at hearings.
• Recommends changes in local program implementation procedures and revises forms as necessary.
• Analyzes and implements program policy changes as appropriate.
• Attends training on policy and program changes as appropriate.
• Performs data entry on cases involving leases, annual re-certification, interim changes, terminations, inspections, and other information as appropriate.
• Maintains case files as required.
• Markets all aspects of the federal Section 8 program.
• Conducts surveys as needed on local rental and utility markets.
• Conducts all typical tasks under the guidelines for the Tenant Integrity Program (TIP).
• Attends various meetings, conferences and participates as appropriate.
• Provides telephone coverage as needed.
• Appears and testifies in court as needed.
• Works collaboratively with other County government departments and other service providers in developing and implementing the Family Self-sufficiency Program.
• Recruits participants from existing assigned caseload.
• Develops comprehensive assessments of the strengths and needs of clients/families.
• Counsel families in the development of a goal with defined milestones located on the assessment.
• Assists and supports families in their use of County, other public, and private resources.
• Provides direct support and counseling and referrals as appropriate to address areas of need.
• Convenes periodic meetings with the FSS Program Coordinating Committee.
• Maintains professional confidential case records according to state and federal law and policy.
• Provides accurate and timely updated entries unto the required information systems.
• Conducts group meetings with program participants at least quarterly.
• Conducts individual follow-up with participants at least monthly.
• Performs related tasks as required.

expertise Required

KNOWLEDGE, expertise, AND ABILITIES: Working knowledge of principles and practices of assigned human services programs; local social service agencies and organizations and departmental programs and activities; program management and development; laws, regulations, policies, and standards related to the program; program terminology, principles and methods utilized in the program; and human behavior; working knowledge of HUD/VHDA policy concerning the HCV Program.
expertise in operating a computer to enter, retrieve or modify data; and the use of spreadsheet, database, desktop publishing, e-mail, and internet.
Demonstrated capability to communicate effectively both orally and in writing with clientele and staff; gather and interpret data, assess program, clientele needs; plan, coordinate and evaluate program activities; train, advise, direct and evaluate others on program requirements, maintain effective professional working relationships with staff and the general public; identify problems, needs, and assess services in problem solving; comprehend, interpret and apply regulations and procedures; conduct effective training for housing tenant and landlords/property managers; public speaking; interact professionally with a diverse group of people; produce significant, clear, and concise documents with the proper grammar and usage; comprehend and interpret program/technical reports and related materials; conduct home visits, HQS Inspections, and field visits in relation to the Housing Choice Voucher Program. capability to make and implement case decisions, assess family's strengths and needs in all areas; to objectively plan, reason, and negotiate. Willing to work outside normal business hours on occasion. Promotes cultural knowledge and competency and an organizational climate of equity and inclusion.

Additional Info

Any combination of education and practice equivalent to a high school diploma supplemented with some lease and real estate inspection practice OR any equivalent combination of training and practice which provides the required knowledge, expertise, and abilities is required.
The following are strongly preferred, but not required:
• Direct housing assistance practice.
• practice working with populations with limited English proficiency.
