Minimum Qualifications

Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, Math, or Engineering or related technical degree from an appropriately accredited institution and two years of practice in business application consulting or development; or Bachelor's degree with some computer coursework from an appropriately accredited institution and three years of practice in business applications consulting or development; or Associate's degree in computer programming from an appropriately accredited institution and three years of practice in application consulting or development; or an equivalent combination of education and practice.

Position Description

The mission of the North Carolina Community College System (NCCCS) is to open the door to high-quality, accessible educational opportunities that minimize barriers to post-secondary education, maximize student success, develop a globally and multi-culturally competent workforce, and improve the lives and well-being of individuals by providing:
   » Education, training and retraining for the workforce including basic expertise and literacy education, occupational and pre-baccalaureate programs.
   » Support for economic development through services to and in partnership with business and industry and in collaboration with the University of North Carolina System and private colleges and universities.
   » Services to communities and individuals which improve the quality of life.
The NCCCS is comprised of 58 community colleges serving 100 North Carolina counties and supported by the System Office located in Raleigh, NC.
The Technology Solutions and Distance Learning Division supports this mission by providing technical support for the Enterprise Resource Planning systems configured to deliver educational services for community college students, staff, faculty, employers, and the System Office. We are seeking for an energized Information technology leader who will drive the technical design, development and deployment of software application systems that will promote Information technology modernization all over the system. The position will lead the technical and analytical work required to create a robust modern data ecosystem which can be leveraged by colleges and the system office for business intelligence and analytics that promote student success. The person in this position must have a thorough knowledge of software development tools, data management systems, and applications that are deployed across the system.
The position will work within the Data Management and Integration (DM&I) team and collaborate with business owners, developers, and college stakeholders to gather and analyze business objectives, technical data requirements, and connected data flows. The position will also focus on design, deployment, administration, and maintenance of data management and reporting capabilities.
The application systems analyst must be able to effectively drive business results with data-located insights. The position will require working with a wide variety of stakeholders, technologies, data sets, and functional teams from colleges, the System Office, and other external educational entities, state agencies, and vendors. The analyst must have excellent written and verbal communication expertise for coordinating across teams, giving presentations to audiences of varying sizes and facilitating meetings. The position will require strong critical thinking and problem-solving expertise paired with an capability to communicate complex ideas to non-technical users.
The analyst will need to be adept at using data to find opportunities for product/process optimization and using models to simulate results of different courses of action. The analyst will need practice using a variety of data extraction tools, using/creating algorithms that address data quality, and creating/running simulations on how data can be processed and used more efficiently. The position will collaborate with business to integrate and improve data quality and reporting systems and will require advanced use of business intelligence and reporting software.
KNOWLEDGE/expertise/AND ABILITIES:
   » practice in using Visual Studio, Git repositories, or similar development tools;
   » practice in Higher Education Data Governance, specifically to create policy and procedures to establish data quality standards;
   » Minimum 5 years' practice using Ellucian Colleague for data entry, extraction, validation and reporting;
   » Knowledge of BI and analytics, and practice visualizing/presenting data for stakeholders using at least one of the following: Tableau, SAS Visual Analytics, Microsoft PowerBI;
   » Knowledge of security protocols for systems utilized;
   » capability to effectively communicate and convey technical/complex ideas in written and oral form with users/stakeholders and executive management;
   » capability to work well autonomously, within teams, and lead focused efforts to establish effective working relationships.
   » capability to organize and implement a variety of both short- and long-term projects and initiatives
   » capability to collaborate and cross-training with team members to produce prosperous results
   » Advanced practice with MS Office 365 Suite (Excel, Visio, Skype, SharePoint, and Teams)
   » capability to assist in trouble shooting problems across technical and functional teams
   » knowledge of the business functions and system needs to develop, implement and support data management solutions that meet business specifications
   » practice in the entire development process including specification, workflow analysis, workflow diagrams, data modeling, documentation, and quality assurance.
PREFERENCES:
   » Knowledge and practice designing, developing, deploying and CI/CD in a DevOps environment
   » practice using statistical models and machine learning languages in at least two of the following: R, Python, SAS, JavaScript
   » practice in Java, C#, and/or .NET a plus but not required
   » AWS/Azure knowledge
